As regards the European Police it is not
possible to keep them permanently in the New Territories Contingent
But they will be kept with it as long as circumstances permit and
it is proposed to encourage among them and among the European
Police generally a knowledge of Hindustani by engaging a teacher
of the language at a salary of 8240 per annum.

In connection with this re-organization the
Captain Superintendent of Police recommends the appointment of 2
Jemadars for the New Territories at salaries of 628 per annum
each with 860 a year House Allowance and he wishes also that the salaries of the existing Jemadars may be raised by 872 a year
each in order to induce these officers to renew their agreements for another years. Both are exceptionally good officers and Mr. Badeley is anxious to retain them in the present disturbed condition of China. I therefore recommend the increases to their
salaries. As regards the two extra Jemadars I would ask your authority to create the posts should further investigation prove
My that it is desirable to do so. I am convinced of the necessity and I desire to consult the officer who is to re-organize the
Contingent on this subject.

I attach a schedule in which the cost of the
above recommendations is detailed and I have to ask your authority to incur the expenditure this year and to express regret that it
was not possible to provide for it in the Estimates for the
current year.
