investigation into the case which resulted in a verdict of not guilty being given by the Tung On Magistrate on the 7th. December when Kwok Pui Chee was released. In short this man was kept in prison for over three months, and 20% of the stone lying at Luk To was removed by force before the case was investigated, and a decision given.
So far as the Company could learn, the quarrying and the sale of limestone to the local lime kilns on the West River were allowed to go on as usual after the alleged issue of the Mining Regulations and it was only when stone was loaded into junks destined for Hongkong that difficulties were made by the authorities.
Moreover, the cargoes of fifteen junks loaded with stone, and stopped by the Authorities, were all disposed of by our Contractors to local lime burners in order to free the junks. No objection was made to this although the Mining Regulations are supposed to apply to all quarrying of limestone whether for export or not. It is obvious that the action of the Government was solely with the object of preventing supplies from reaching Hongkong.
As regards the North River, five junks laden with stone for
Hongkong were seized at Canton although the Commissioner of Customs had
granted a clearance because all the necessary receipts for lekin had
been produced to him. The Government had therefore actually levied
lekin &c. on the stone and then seized it when it was about to be
exported to Hongkong.
This stone in these five junks was seized and turned over to
the Canton Cement Works. This is only one of the incidents proving
that the Government's main object is to aid its own factory to the
detriment of the Green Island Cement Company Limited.
On several occasions the Company has been approached by
Chinese, (who pretended to be intermediaries on behalf of the Canton
Government), who have said that provided the Company would loan the
Canton Government about $1,500,000 a suply of limestone would be assur- -ed to them at a price of $2.90 to £3.00 per ton under a contract for a number of years. The principal security offered for the loan was to
be
