grave doubts
whether he will for many years be
qualified to discharge successfully that heavy
responsibility.
He lacks more than experience.
He seems to lack the necessary ability, force of
character and capacity for taking responsibility.
I write this with the more regret because I was
responsible for his original appointment to the
Police Force.
3. If therefore in the future I should make
recommendations involving his supersession in the
acting appointment of Captain Superintendent of
Police, I trust that you will not over-rule
them.
