Sir,
With reference to my letter to you of the
72 15th September last and your reply to 29157/1912 I have the
honour to inform you that I have received a further reply--
through the Colonial Secretary of Hong Kong informing me that
you are unable to meet my wisi.es because you do not consider the
salary attached to the post ( Viz. Assistant Land Officer in
Fong Kong) which I occupy, inadequate for the work the incum-
bent is called upon to perform, and in reply I beg leave to say
that:-

important point which I raised in my letter of the
15th September, viz the overruling of the decisior
of a former Secretary of State in Despatch No.381
of 31 October 1903, in which it was laid down-
when the Assistant Land Officers for the New - - - -
Territories were first appointed-that as the----
qualifications required of the occupant of the
post which I now have the honour to hold were as
Eood as theirs, their pay should be no greater.
The posts of the three Assistant Land Officers
were subsequently to the above mentioned Despatch
placed in Class III under the Sterling Salary
Scheme, which provided that their pay should be 1420 rising by triennial increments of L40 to £540 per annum. Officers appointed after this
Scheme came into force Lave therefore to serve 9
years, before they reach the salary drawn by---
