(20.) Laborers, who
(1) are idle
(2) abscond without reason
(3) are hiding and induce others to hide
(4) leave the plantation without perudssion
(5) refuse to work
will be punished sub $ 20.
(21). Employers, Administrators or Assistants, who do not act in accord-
-ance with these regulations will be punished sub paragraphs 22 and 23.
(22). Employers, Administrators and Assistants, who offend against these
regulations may not be allowed to superintend Chinese laborers
any more.
(23). A fee up to M 1000.-. or imprisonment up to 3 months Lay be
imposed on
(1) An Employer, Administrator or Assistant who still
superintends Chinese laborers although he has been for-
-bidden to do so.
(2) An Employer who allows an Administrator or Assistant to
superintend Chinese laborers although the Administrator
or Assistant has been forbidden to do so sub paragraph
22.
(24). These regulations to be in force at once.
