Treas

Kong, I am directed by Mr. Sec. Harcourt to

transmit to you, to be laid before the L.C.

of the Treas., copies of further despp. from

the Gov.

It will be observed that the prohibition

of the importation and circulation of Chinese

silver and nickel coins from the 1st of Jan.

next, unless an earlier date proves neces-

sary, is now urged upon the S. of S. Such

prohibition is in itself a highly desirable

measure. Sir Matthew Nathan stated in 1906

that prohibition was impracticable, but that

view is now controverted, and since the Gov.,

the Chamber of Commerce and leading Chinese

are all in favour of prohibition, Mr. Har-

court considers that this step should be as-.

sented to. The very serious boycott of the H.K.
