In continuation of my Confidential Despatch of
the 30th. ultimo, I have the honour to report the course of events in connection with the boycott of the Electric Tramways Company. On the 3rd. instant I caused to be published

in the Gazette a notice, a copy of which is enclosed, relative to the proposed proclaiming of boycotting areas. Representatives of the Chinese community appeared before the Executive Council in accordance with the terms of the notice, and they were unanimous in expressing the opinion that, if an extension of time was given before the levy of a special rate under the provisions of the Boy- -cott Prevention Ordinance, it should be possible for them to devise means to bring about a cessation of the movement. I decided accordingly with the advice of the Council to defer until the 20th. instant the further consideration of the levy of this rate. The general attitude of the representatives seemed to indicate that the Ordinance had been so far successful in its object that, where- -as they may have hitherto stood indifferently aloof in the matter, they are not disposed to view with equanimity the immediate pros- -pect of a personal financial loss. It is to be hoped therefore that they will be sincere in carrying out their professed intent- -ion of bringing their influence to bear upon the public whom they represent to put a final stop to the trouble.
