Botelho's death, I succeeded in procuring the appointment of two Europeans to the clerical branch of the office; both of these were men I could trust, but one of them had no clerical training, and the other was but a boy; they were, however, the only men I could get from the Government Service, and I was not allowed to engage a man whom I could have got from outside. The heads of other BB- -partments successfully objected to parting with their good clerks, while I, not being one of the cadet branch, was not permitted to have any voice in the matter.

16. In 1907, when the licensing of all native craft was transferred from the Registrar General and Police to the Harbour Department, the receipts of revenue by the last were considerably augmented, and in view of this I recommended that the "Shroff"

17. A word as to the status of this "Shroff".

Years ago, before I entered the Colonial Service, it was arranged presuna- -bly with the approval of the Government, that the shroff en- -ployed by the Sailor's Home (a private concern, entirely unconnec- -ted with the Government, of which the Harbour Master was, and is, Hon: Secretary) should receive an allowance from the Government for performing shroff's duties for the Harbour Office, and another allowance for similar duties in connection with the Government Gunpowder Depot. As his full time was not at the disposal of the Government,, and as he was primarily the servant of the Sailor's Home, whose convenience was that to be first consulted, it was arranged that he should only be available for Government work every other day.
