12. In 1909, I received a private note from Sir Henry May asking me for my views upon the subject of the imposition of duties upon goods imported into the Colony. I replied that, before com--- -mitting myself to any expression of opinion, I should like to know something as to the object of the suggested drastic change in the constitution of the Colony, which, from the very first, prided it- -self upon being a Free Port. I also remarked that it would be 8 necessary for me to know exactly what was suggested before I could offer any opinion on it. In reply, Sir Henry May said he would send me the papers on the subject. The only papers I received bearing upon the matter consisted of a few unimportant minutes, with no context, or anything to indicate what was the proposition to be considered. These had been separated from the main file, which, as I afterwards discovered, was most voluminous, and con- -tained carefully detailed plans for the imposition of import dutie: on all intoxicating liquors arriving in the Colony, and excise On the information duty on those manufactured in the Colony. vouchsafed to me, it was impossible for me to exprees an opinion on the matter, as I had nothing to go upon, and all my efforts to elicit further details were of no avail. So far as I could ga- -ther, the matter had been dropped; it never entered into my head that the scheme was being elaborated without reference to me, in my capacity as Superintendent of Imports & Exports and Customs Offi- -cer. In August 1909 I went on vacation leave, ang on my return, after 2 months, I found that the scheme had been put through during my absence, that the Department had been dismembered, by the separation therefrom of the Imports & Exports sub-Department, and disorganised, be the transferrance of several of my best Chinese clerks, and others, to the new Department, their places having been taken by young, inexperienced, untrustworthy boys, from outside the Government Service. At the same time, my Assistant was taken from me, and placed temporarily in charge of the new Department, so that,
