With reference to your communication of the 5th June - 16303/1912;, to which I replied on the 6th instant, it has occurred to me in reading over Miss Leckie's application a second time, that she makes no mention of certificates. She merely states she has good qualifications.
Now I know that both His Excellency the Officer Administering the Government and the Director of Education have strong views on the inexpediency of in future appointing teachers to Hong Kong who are not properly trained and certificated.
If this lady has not furnished you with a special certificate as to training, I am afraid I must therefore withdraw my former recommendation.
