I have the honour to acknowledge the receipt of your

letter, No 1875 1912, of the 27th instant, and to point out, in
connection with the concluding paragraph thereof, that I have
had precisely the same thaining, from childhood, as that enjoyed
by all other Naval officers, several of whom have been, and are,
employed bøder the Colonial Office in appointments abroad other
than those as Harbour Master, Master Attendant, Captain of the
Port, and the like. While not presuming to class myself with
such distinguished officers as Sir Harry Rawson and Sir Frederic
Bedford, I may at least instance the employment of my predeces-
-sor in my present post, Commander Rumsey, as Colonial Secretary
at Lagos, and of the appointment of Lieutenant Frederic Gaunt,
(now Captain .R.N) as Commissioner at Wei Hai Wei, in 1898, when
a messmate and fellow Lieutenant with me in the "Narcissus”.
2. At the same time, I cannot recognise that the .n
numerous Military officers who have held, or do hold, similar
appointments in various Colonies had any special knowledge,
training, or experience before their appointment to such posts,
which rendered them better fitted for the tasks before them than
I am at the present moment. To give a single instance. The
present Colonial Secretary in Cyprus, (whose family are great
friends of mine, and one of his brothers is my medical adviser),
had no Colonial experience at all when he was selected for a
Commissionership in Africa, while I have had more than twelve
