'Euripant' is not defined. It is an judge's interpretation of this word in the S.S. "Crimping Ordinance" (in spite of the definition in the Ordinance) that made it necessary to define "Emigrant" anew in §5. "Emigration Ordinance".
In clause 7 the word should be understood without difficulty, but "emigrants" and "Asiatic emigrant" occur elsewhere (e.g., clause 48(1)).
All the places mentioned are included in Schedule 10.
It is presumably "Long voyages" (see clause 5). It is well known at Hongkong that women are smuggled down to places like Singapore as 2nd class passengers (especially via Saigon).
The form in Schedule II seems to relate to the certificate for steamers with a 'special License': see Sched. II and clause 23(2) ► 26.
The wording of the 1st Schedule. The ordinary certificate must be that attached to the 5th Schedule (see clause I of that Schedule): this does not provide for the carriage of "assisted emigrants" (see clause I of the certificate and the wording thereon), but clause 55(1) of the Bill allows alteration and it shall carry only "free Asiatic emigrants and deck passengers".
May tickets be sold before the vessel is licensed? Does the Registrar General know what vessels are licensed?
If 'Chinese medical practitioner' has no special meaning in Hongkong, this provision conflicts with the S.9. "Chinese Immigration Ordinance".
