And in this long steep shelterless district I have to supervise the work first of conservancy coolies, than of rubbish coolies and than scavenging of the roads, having scarce time to go to Victoria to fetch the food stuff and to prepare it, but still the value of my work has not been known. Therefore according to condition No.3 of my standing orders which states that I must see that the Sanitary Contractors for the Hill district strictly comply with the conditions of their

contract, and to dee that the conservancy contractor complying

with condition No.7 of hid contract which states the contractor

shall remove dally between the hours of 12 midnight and 6 a.m.

unless prevented by the stress of weather ( indicated by the

hoisting of a black typhoon signal) to his conservancy boats stationed as aforesaid, all excretal matters from all buildings

in the Hill district, all government buildings (including

governemtn latrines ) and all privately owned public latrines

in the district covered by this contract, he shall provide a

staff of not less than 3 foremen and 40 coolies for the Hill

district end 1 foreman and 15 coolies for Victoria goal,

and as there is no arranged time for mustering conservancy

coolies (as for the mustering of rubbish coolies at 5 a.m.

and as the typhoon signal was hoisted on the morning of 22nd,

23rd and 24th July 1912 I went out on duty early at 2 a.m. on

the morning of these dix dates to see whether the conservancy

coolles will come up or not, and if they come whether they will

carryout their work in a proper manner in the rough weather,

so I watched them and saw them that they did, according to

condition No.t of my standing order ) and in reply to the lat

charge stating that I absented myself from my duty without

leave (or the permission of the Principal medical officer por

clause No.8 of my standing order) at 7.30 a.m. on 23/7/12

contrary to No.7 of the standing orders for the sanitary watch-

manof the Hill district, I beg to state that on this date I

have performed my duties actually, see my diary of this date,
