In further reference to the letter from the Department, [of2 ' September the 20th last, I am enclosing a copy of a private letter received from Dr.Bell, the Acting Principal Civil Medi- cal Officer in Hong Kong, regarding a suggested alteration in the present nursing system at the Civil Hospital.
For some years the practice has been to promote the pri- vate nurses on to the Hospital Staff as vacancies occurred, but it is now proposed to keep the Hospital and Private Staff dis- tinct.
The Committee are interviewing a candidate on October the 22nd for the present vacancy at the Civil Hospital, and would propose to inform her, subject to the approval of the Secretary of State, that she ll be employed as a private nurse for the whole of the three years agreement.
