There is no record of any such promise being made to Warder McLeod and it is most unlikely that the late Chairman when he interviewed him would say anything which would justify this view.

He is probably confusing "seniority" with the question of his Scottish Prison Service counting for Pension which it was admitted should be the case if he served until the age of 60 in letter from Downing Street, 14th March 1901. This letter was received here after

McLeod had applied for the post but he no doubt under- -stood that this would be the case.
