Mr.Secretary Harcourt, with his humble duty to The King, begs to inform Your Majesty that the office of Chief Justice of the Colony of Hong Kong will become vacant at the end of April next on the retirement of Sir Francis Taylor Piggott, the present Chief Justice.

Mr.Harcourt begs to recommend to Your Majesty that Sir Francis Piggott should be succeeded by Kr. William Rees Davies one of Your Majesty's Counsel for the Colony. Mr.Rees Davies was appointed Attorney General of the Bahamas in 1897 and was transferred to Cyprus as King's Advocate in 1902. Since 1907 he has been Attorney General of Hong Kong and has acted for a considerable period as Chief Justice, with much ability and success.

Mr.Harcourt confidently recommends him to Your Majesty as eminently suitable for the office of Chief Justice.
