With reference to your letter No.17799/1912, dated 13th June, 1912, and its enclosures, I am commanded by the Army Council to inform you that they consider that the following conditions should be included in the terms of the lease in addition to those mentioned in (a) to (k) of Enclosure 2 of your letter under reply :-

(i)
The Governor to have the right of access at all times to all parts of the site and to all buildings erected on the site.
(ii) No boundary fences, buildings or wharves to be
erected on the site nor excavations commenced unless the plans have been approved by the local naval and military authorities and sanctioned by the Crown.
In view of the proximity of the site to the Cable Hut it will be necessary that the latter should be surround- ed by a wall loop-holed for musketry and that unclimbable fences should be erected on the eastern and western sides running well out to sea, as desired by the military authorities. As this protection of the Cable Hut is necessitated by the proposed granting of this lease, the Army Council consider that the expenditure thereby entailed
should not fall on Army Funds.
