40. Rules have been framed governing dealings in coc novocain, cucaine, beta eucaine, beta eucaine lactate, alypin and holocaine, and every preparation and admixture of the same. Licenses are issued free of fee only to druggists, chemists or medical practitioners approved by the Collector. The licensee is required to purchase all his requirements either direct from Europo or from a licensed vendor thereof in India.

41. Sale under the license is restricted to--

(1) a medical practitioner, that is, a person registered under an European or American Medical Act, or who has received a medical diploma from an Indian University or college and who practises medicine according to European methods;

(2) a dental surgeon, that is, one who has received a European or American degree in dental surgery or who practises dental surgery according to European methods ;

(3) another license holder; and

(4) a person producing a prescription of a medical practitioner.

In the latter case sale is not to be made more than once in accordance with

any prescription except upon written authority.

42. Medical practitioners and dental surgeons are authorized to possess without restriction one ounce of the drugs for the exercise of their profession, and there is no limit prescribed to the quantity that may be purchased from a licensed vendor on the prescription of a medical practitioner.

43. Three sale licenses were issued during 1909-10, and the quantity of the drugs sold amounted to 1 lb. 9 oz. 190 grains. No seizures of illicit drugs were made.
