37. The sale of cocaine, novocain, eucaine, beta eucaine, beta eucaine lactate and holocaine and preparations and admixtures thereof has been prohibited except under a license issued by the Collector free of charge to chemists, druggists and medical practitioners. The maximum limit of possession autho- rized by a license is one ounce, and the licensee is required to purchase his whole stock either direct from Europe or from a licensed vendor in India. The sanction of the Collector is necessary for import.
38. Sales are allowed under the license only to-
(1) medical practitioners as defined below;
(2) persons producing prescriptions of medical practitioners-sale being
permitted only once on the authority of each prescription; and
(3) other license holders,
39. Possession is prohibited except in the following cases :--
(1) cocaine possessed in accordance with the conditions of his license by a person who is authorized by a license granted under the pro- visions of the Excise Act;
(2) cocaine purchased from a duly authorized vendor for medicinal purposes on the prescription of a person who practises medicine according to European methods, provided that in the latter case the cocaine is in the possession of the person for whom it was prescribed or of a person authorized to purchase or possess it in his behalf;
(3) cocaine
up to a limit of one ounce required for the exercise of his profession in the possession of a medical practitioner, that is, a person who has been registered under a European or American Medical Act or who has received a medical diploma from an Indian University or college and who practises medicine according to European methods.
39-A. In the year 1909-10, six permits and no-objection certificates for import of cocaine were issued to managers of hospitals, charitable dispensaries and medical practitioners. The total quantity imported amounted to six ounces and 54 drams. About 28 grains of cocaine were seized.
