28. Rules bave been issued governing dealings in cocaine, novocain, eucaine, beta eucaine, beta eucaine lactate, alypin and holocaine and every preparation and admixture of the same. Sale without a license is illegal. Licenses for sale are issued by Collectors on payment of a fee of Re. 1 to approved persons on their showing that they have a legitimate demand for the drug as medical practitioners or as chemists or druggists. A hospital or dispensary working under the supervision of Government is however not required to take out a license. The licensee is required to obtain his whole stock either direct from Europe or from a licensed vendor in India, and he cannot possess at any one time more than 3 ounces of the drugs without the previous sanction of the Commissioner of Excise.
29. Possession of the drugs above mentioned is allowed only in the following cases, viz. :-
(1) by a licensee in accordance with the terms and conditions of his license and in quantities not exceeding 3 ounces at a time except with the special sanction of the Excise Commissioner;
(2) by a private person in quantities not exceeding 2 grains in the case of cocaine and 1 grain in the case of other drugs, except on the prescription of a qualified medical practitioner;
(3) by a qualified medical practitioner or dental surgeon in the exercise
of his profession;
(4) by a hospital or dispensary working under Government supervision. 30. In 1909-10, nine licenses were granted in the Nagpur district and two in the Wardha district to medical practitioners and respectable privato persons. Twenty persons who hold diplomas have been specially permitted to import these drugs into the Central Provinces and Berar by channels other than that of the Post office.
