BOMBAY PRESIDENCY.
26. The sale of cocaine-novocain, eucaine, beta eucaine, beta cucaine lactate and holocaine, and preparations and admixtures thereof, has been prohib- ited except for bona fide medical purposes, and no licenses for sale are given except to approved chemists and druggists and to qualified medical practitioners. No fee is charged for the license. The holder of a chemists' or druggists" license must purchase the drugs from a licensed vendor in India or may import them from Europe through any clearing agent specially permitted by the Local Government to import them, or, if specially permitted by the Local Government to do so, may import them direct from Europe, provided that import through the post is prohibited. A medical practitioner must obtain his stock from a licensed vendor in India.
26-A. The drugs may not be sold or dispensed to any person other than a licensee except on the bona fide prescription of a qualified medical practitioner. The quantity which may be so sold or dispensed at one time or to one and the same person in the aggregate on any one day is restricted to 6 grains, whether in a dry state or in solution.
26-B. There is no limit to the quantity which may he possessed under a license. The quantity, whether in a dry state or in solution, which may be possessed by any one person without a license or permit is-
(2) six grains in the case of persons holding a bona fide prescription
from a qualified medical practitioner, and
(ii) one-tenth of a grain in other cases.
26.C. The quantity that may be transported or removed, whether in a dry state or in solution, by any person is--
(i) twenty grains in the case of qualified medical practitioners,
(ii) six grains in the case of persons holding a bond fide prescription
from a qualified medical practitioner, and
(iii) one-tenth of a grain in other cases.
26-D. When a licensee desires to export any of the drugs in question in excess of the above limit, cither to a Native State or to another province in British India, he must apply to the Collector of his district for an export permit. Such permit is granted on production of a no-objection certificate signed by the Political Agent or the district Collector, as the case may be. All drugs imported from Europe must be cleared from the Bombay and Karachi custoin houses, through one or other of the duly authorised forwarding agents, under a permit granted by the Collector. Such permit is granted only if the drugs are intended for a licensee in the case of Bombay and Karachi cities, and on production of no-objection certificates from the local authorities, if intended for places outside those cities.
27. The number of licenses issued during the year 1909-10 to chemists, druggists and qualified medical practitioners for the sale of cocaine for bond fide medical purposes was 422 in the Presidency proper and 22 in Sind. Licenses granted to chemists and druggists are renewed every year, while those to medical practitioners ordinarily hold good so long as the licensees continue to practise at the places specified in the licenses. The total quantity of the drugs imported into and sold for consumption in the Bombay Presidency during 1909.10 was as follows:--
