MADRAS PRESIDENCY.
21. Rules have been issued governing dealings in cocaine (including all salts of cocaine, novocain, eucaine, beta cucaine, beta eucainè lactate and holocaine) and every preparation and admixture of the same. Licensees for the sale of the drugs may obtain them either by direct importation from a foreign country with the special permission of the Board of Revenue or from another licensed vendor in India, while licensees for the possession of cocaine for use in the exercise of their profession may obtain the drugs only from a licensed vendor in India.
22. Permits for transport are granted by the Collector of Madras or the Collector of Customs in the town of Madras and by the Collectors of districts elsewhere. Subject to the control of the Collector, permits covering the trans- port of drugs sold by licensed vendors may also be granted by the vendors themselves. The maximum quantity of cocaine or its congeners that may be transported without a permit and possessed without a license is--
(1) where it is in a dry state 6 grains; and
(2) where it is in solution 25 grains.
23. Sale without a license is prohibited. Licenses are issued by Collectors free of fee to approved persons on their showing that they have a legitimate de- mand for the drug as qualified medical practitioners or as chemists and druggists. They are of two kinds-one for possession and sale and the other for possession only. Licenses of the latter kind are granted to qualified medical practitioners and dentists whose maximum limit of possession is fixed at half an ounce, The sale of cocaine to other than license holders is allowed only on the pres- cription of a qualified medical practitioner. Repeated use of the same prescrip- tion without the express authority of a qualified medical practitioner and the use of a prescription for over six months are prohibited.
24. The number of licenses issued during 1909-10 was 51 for possession only and 80 for possession and sale. The total quantities of the drugs imported during the year were as follows :—

25. The above rules are not in forec in the Agency Tracts. The above rules do not apply to the import and sale by licensed vendors of medicated articles containing cocaine in small proportions, chiefly mouth lozenges and tablets which are stated by the makers not to contain more than th of a grain in each.
*Nots.-The term "qualified medical practitioner " means all graduates in medicine of the Indian Universities and all Universities in Europe and America; all medical practitioners (including dentists) eligible for registration in the medical register of Great Britain, and all holders of Military Assistant Surgeons', Civil Apothecaries' or Sub-Assistant Surgeons' diplomas who have been authorised (1) in Madras Town by the Board of Revenue and (2) in the mofassil by the District Medical and Sanitary Officer in consultation with the Collector to prescribo cocaine,
