15. Rules have been framed governing dealings in cocaine, eucaine, novocain and alypin and every preparation and admixture thereof and are now under revision so as to make them applicable to other allied drugs. The import of the drugs specified above, except by a licensed vendor or a medical practitioner or a dental surgeon authorized to possess them is prohibited, and import by these persons is allowed only through Bombay or Karachi and under certificate signed by the Collector or Excise officer of the district into which the drugs are to be imported.

16. Possession is prohibited except in the case of drugs-

(1) possessed by a licensee in accordance with the conditions of his

license;

(2) which have been purchased from a duly authorized vendor for medicinal purposes on the prescription of a person who practises medicine according to European methods, provided that the drugs are in the possession of the person for whom they were prescribed or of a person authorized to purchase or possess them on his behalf;

(3) possessed up to a limit of one ounce each by a person who has been registered under a European or American Medical Act or who has received a medical diploma from an Indian University or college and who practises medicine according to European methods;

(4) up to a limit of one ounce by a person who has received a European or American degree in dental surgery and who practises dental surgery in the European method.

17. The number of licenses issued in 1909-10 was 90, and the recorded sale of cocaine was 31,427 grains.
