4. (2) An intoxicating drug other than a preparation or admixture of opium used for smoking may be manufactured-

(a) on account of the Government, or

(b) by a licensed druggist for medicinal purposes from opium of which he is permitted

by these rules to be in possession.

14. (1) Opium, other than preparations or admixtures of opium used for smoking, may

be manufactured by any officer of Government who in the ecurse of his official duty, or for the purposes of such duty, is required to manufacture the same.
