Extracts from Excise Rules regulating morphia in the different provinces of British India. (Paragraph 23 of Despatch.)

MADRAS.

I. In these rules, unless there be something repugnant in the subject or context,~~~

(4) "Intoxicating drugs" includes all intoxicating or narcotic preparations of opium and of the poppy, but does not include poppy heads as hereinafter defined.

(9) Licensed druggist" means a person who has obtained from the Collector a licensa for the retail sale of opium, intoxicating drugs other than those used for smoking, and popey heads for medicinal purposes:

(10) "Licensed chemist" means a person who has obtained from the Collector a special license for the wholesale sale, in the town of Madras, of opium, intoxicating drugs other than those used for smoking, and poppy heade for medicinal purposes.

II. The manufacture of intoxicating drugs is permitted-

(4) by any person, for his private consumption and not for sale, in such quantities and

from such opium as he may be entitled to possess under Rule III or Rule VII;
