In reply to the Colonial Office letter of the 8th ultimo enquiring whether a foreign Government is considerad in this country to have a right of appearance in extradition cases, I am directed by Mr. Secretary McKenna to enclose herewith, for the information of Mr. Secretary Harcourt, copies of Memoranda on the subject furnished by the Chief Magistrate of the Metropolitan Police Courts and the Director of Public Proescutions, and to say that he concurs with the views expressed therein.
With regard to the last paragraph of the Chief Magistrate's report Mr. McKenna may add that the experience of this Department in cases of extradition from the United States of America is that it is necessary for H.M. Government to employ counsel at all stages of the proceedings.
