transmit herewith for the information of Mr. Secretary
Harcourt copy of a despatch from His Majesty's Minister

at Lisbon enclosing a copy of the official reply of
the Portuguese Government on the subject of the opium
traffic at Macao.
In compliance with the request contained in your
letter of October 26th. last, His Majesty's Minister at
Mexico was instructed by telegraph to endeavour to
ascertain what the Mexican Government considered to
be the legitimate requirements of Mexico. A telegram
has just been received from Mr. Stronge stating that
the Mexican Government have promised to give him the
desired information as soon as possible, and it will
be forwarded to your Department as soon as it is
received.
