MEMORANDUM.

On September 7th. lest His Majesty's Minister had the

honour to receive from His Excellency Ir. Lu Cheng-heiang,

the former Minister for Foreign Affairs, a lote enclosing

copy of a report by the Commissioner of Custons at Lappa on

the subject of the opium trade in Macao, and requesting that

the matter might be brought to the attention of His Majesty's

Government.

In compliance with that request, a translation of the

Fote in question, together with e cony of its enclosure,

was duly forwarded by Sir John Jordan to Pis Majesty's

Secretary of State for Foreign Affairs. The reply now

received from Sir Edward Grey states that on June 28th.

last His Majesty's Chargé d'Affaires at Lisbon was

instructed to invite the Portuguese Covernment to fix the

maximum amount of opium that might be imported annually

into Macac and to undertake to enforce the restriction.

It was pointed out that, if the Fortuguese Government fixea

a limit for the import of opium, the Government of India

had expressed their readiness to restrict the export to

Macao
