Sir Edward Grey to Mr. Stronge.
Foreign Office, November 9, 1912. WE are in communication with the Portuguese Government in regard to the opium traffic at Macao, where local authorities claim that they export 1,275 chests annually to Mexico.
Please endeavour to ascertain whether this figure is correct, and what the Mexican Government consider the annual requirements of the country. Now that they have acceded to the Opium Convention of 1912, it is presumed they will take steps to restrict the import of opium in compliance with article 7.
