With reference to your letter of the 8th ultimo
(33275) and previous correspondence respecting the
Down

Internationul Opium Convention signed at the Hague on
January 23rd last, I am directed by Secretary Sir E.
Grey to state that in accordance with the latter part
of the declaration which accompanied the signature of
His Majesty's Plenipotentiaries he proposes now to
instruct His Majesty's Minister at the Hague to sign
the Convention on behalf of the British Dominions
Colonies, etc. which have signified their desire to
become parties thereto.
I am accordingly to transmit herewith draft
instructions which have been prepared, authorizing
Sir A. Johnstone to take the necessary steps for this
purpose and I am to inquire whether Mr. Secretary
Harcourt concurs therein.
As Article 23 of the Convention contemplates that
signatures shall be affixed thereto before the end of
