M. Le Ministre,
I have the honour to refer to the various Notes

After & careful study of the matter I have the
honour to inform Your Excellency that the sction of the
Mexican Authorities has been based, on the one hand, upon
the right which every etion possesses to prevent the entry
into their territory of poisons of voreign nationality who,
for various rocaun, it may be underirable to unit;
and
on the other, on the obligation which is al, o incumbent
upon all Governments to prevent injury to the inhabitants
of the country; for which re: on the prevention of the ne-
try of Chinole suffering from Trachoma w fill justified.
