the Company. As regards official action, a Hemorial has
been presented to the Department of Comunications and Pub-
lle Worke, in which all the facts are set forth, together
with the claim for redress and the legal grounds on which
it is based.
The above mentioned Department answered
that the records woʻla ho forwarded to the „epartment of
the Interior, in order that the latter should come to a 40-
cision, but, up to the present date, notwithstanding the
pressure brought to bear on that Department, no decision
has been reacted nor hat any study been made of the case.
Under these conditions, and with the greatest
regret, in view of the respect which the China Cormercial
Ste-mship Company ltd., has always felt for the Government
of the Republic, which scrupulously and honour:bly complied
with this contrect, and in spite of its unvillingness to
appeal to 1.3.4's Log:tion, it :inds itself obliged to do

age which the Company has suffered in ito interests, re-
sulting in the economic disorganization of its traffic,
the grave responsibility which weighs on me as its repre-
sentative and President in thila country, obligo me to gain

vinced that all the offorts and sacrifices, the patient
waiting and codwill I have hitherto shown, carnot bear
fruitful results, or bring about an equitable uccision.
For this reason I beg to renew tho laims which
the Company I represent has presanted in a diplomatic form and take the liberty of presenting to Your Bxcellency the
authentic documents which, rove the Injury suffered, in ad-
dition to the records and memoranda whien niet exist in the
Lagation as well as in te supartcents with which the ques-
tion has been dizCUSHOL.
