plained to the Ministry of Public Works in a letter,
dated
April 10th 1910, the reasons which hed necessitated a sus-
pansion of the service of steamers.
Under these circumstances I venture to hope that
Your Excellency may think fit to take such steps as may be
neccssary to secure that the "ezioan Government should de-
sist from cancelling the concession or forfeiting the bonds
deposited by the Company, until a settlement of the Compa-
ny's claims shall have been arrived at.
It would be a matter of regret if it could be re-
presented, howovar mtruly, that the Mexican Government wa
putting unfair pressure on the Company in connection with
their claim, and it seems to me that for that reason, 1t
would be well if the two questions now pending, namely,
the
amount of compensation due to the Company, and the cancella-
tion of the contract were kept as distinct and separate as
the circumstances allow.
