Foreign Office, November 11, 1912. WITH reference to Mr. Wingfield's despatch No. 133 of the 16th September last, I transmit herewith copies of two letters from the India Office and the Colonial Office, respectively, enclosing memoranda which deal with certain points raised by Colonel Freire d'Andrade on the subject of the opium traffic at Macao.
You will observe that Mr. Harcourt states that it will not be possible to deal with Colouel d'Andrade's statements as to the legitimate requirements of Macao until he learns what the Mexican Government consider to be the requirements of Mexico.
A telegram in this sense has accordingly been dispatched to His Majesty's Minister at Mexico, and I enclose a copy for your information.
