The appointment of its Advisers is a matter which rests

gn entirely with the Chinese Government, and unless a foreing Government is approached it has no voice in the matter. Yet what has happened, in spite of the express and confidential instructions on the subject, has made it appear as if ureat Britain desired to control China in the selection of her

British Advisers.

The Chinese Government have expressed the desire to

secure my services, the whole of the Chinese in the South

from Canton to Shanghai are unanimously in favour of my

appointment, it meets with favour from the whole of the

British community in China, and I know from what has happened quite recently that with hardly an exception, all the foreign residents in Peking greatly approve. And the universally expressed reason for this approval is that I am

absolutely independent of the Foreign Office. Time will

show whether the choice of the Chinese Government is not

fully justified.

I have written at length be cause of the great injustice

which has been done me very grave if it had been done with

the sanction of the Secretary of State, far more grave now

that it has been done in spite of his instructions. Now that

my good relations itke with the Chinese Government have

been satisfactorily established I am unwilling that there

should be any appearance of friction between myself and my

@wn Government, and I have the honour to request that the

instructions be withdrawn and the Chinese Government offi-

cially xxxixi informed of the fact.
