common talk of the Club that my appointment, which had then
been practically decided on, was not likely to be con-
firmed because the British Minister was going to oppose it.
This rumour spread through the City and immediately reached
the ears of the Chinese officials, with the result that the

were sada suddenly interrupted. I have abundant testimony
that they were interrupted on account of this alleged op-
position.

Rumour of the most substantial kind, I regret to say,
goes much further than this, and it takes the form that some
protest has in fact been made by the British Minister,
although it is put in the nature of unfair and insidious
advice that as one Englishman has been appointed the
Chinese Government should now seek Advisers from other
nations. I would fain disbelieve the rumour, although it is
very per si stent; but the fact remains that the opposition
is well-known and believed in all quarters. I have been
told by the wini sters that although both the President and
themselves were most desirous of appointing me yet in face
of Sir J. Jordan's opposition they would not do so. The
Fresident himself when my name wax was mentioned said, "But
he does not get on with his own people"; and another Ministe
when discussing the matter with me remarked "But if you are
appointed Sir John ordan will be very ill". It thus appears
that the clearly manifested desire of the Foreign Office to
prevent my appointment if possible has been given effect to
by some indirect means, which, seeing that the occasion for
the British Mini ster to act on his instructi ons to oppose me
