intentions of the provisions now inserted in the draft
Order to the Governor of Hongkong for the consideration
of that Government and in order that the preparation
of the corresponding legislation at Hongkong may be
proceeded with. Sir E. Grey would suggest that the
discussions between Sir H. de Sausmarez and the Chief
Justice of Hongkong on this question might now be
resumed.
If Mr. Harcourt concurs in the terms of the Draft
Order in Council,I am to request that you will state
the number of copies which will be required by your
Department.
