Sir:-
I have laid before Secretary Sir E. Grey your let-
ter of the 23rd ultimo enclosing a copy of a letter from
your representative at Saigon urging the desirability
in the interests of navigation, of a light being es-
tablished in the vicinity of the Paracels Reef.
I am to express regret that, owing to the matter
being referred to the Colonial Office in the first
instance in order to ascertain whether the Government
of Hong Kong claimed ownership of the roof, it has not
been possible to return an earlier reply to your 1 tter.
The matter is now under consideration in consulta-
tion with the Board of Trade and a further communication
will be addressed to you in due course.
