Bill in question originally proposed total suppression of planting and smoking of opium in China by end of 1912; it was referred to committee, whose report was read in National Council on 2nd September. Discussion followed, and date for total suppression was postponed till end of 1913. Bill, however, was not passed, but referred back to committee for revision; it is to be discussed again by council later.
