Director-General of Colonial Office informs me that
Portuguese Legation in London quote report of Governor
of Hong Kong, respecting the recent trouble with
pirates, to the effect that Governor of Macao was "in
a very nervous state." He wishes to be informed pri-
vately whether this means that His Excellency seems to
be not quite sane. He appears to think this may be
possible.
