Foreign Office, September 23, 1912. WITH reference to the letter from this Office of the 4th instant, I am directed by Secretary Sir E. Grey to transmit to be laid before the Marquess of Crewe, copies of two despatches from His Majesty's chargé d'affaires at Lisbon, on the subject of the representations which he recently addressed to the Portuguese Government, respecting the opium traffic with Macao,*
Copies of these despatches have been forwarded to the Colonial Office in a letter, of which a copy is annexed, and I have requested that Sir E. Grey may be furnished, for communication to Mr. Wingfield, with the detailed statement which the latter desires.

In Colonel d'Andrade's private note, enclosed in Mr. Wingfield's despatch No. 130
Économiste français of the 2nd September, reference is made to an article in the (p. 133), a copy of which is enclosed, showing the increase of exports of opium from India in the year 1910-11. The explanation of the increase is given in the second paragraph of the same article, as being that the price of opium has risen owing to the reduction of the amount exported, as a result of the 1908 agreement with China.
Sir E. Grey would be glad to know what reply, in Lord Crewe's opinion, should be returned to this part of Colonel d'Andrade's note,
