I AM directed by the Secretary of State for India in Council to acknowledge the receipt of

your letter of the 26th August, forwarding for his Lordship's concurrence a draft letter which it is proposed to send to His Majesty's Ambassador in Paris on the subject of the supply of opium to Indo-China. In reply, I am to suggest the insertion of the words "in co-operation with, and at the request of, the Government of Indo- China"

after the words "the Government of India will" and before the word undertake," and to state that, subject to this alteration, the Marquess of Crewe concurs in the draft letter.
