even though under commercial management can be valid
unless it has been submitted to, and allowed by, the
Central Government, and also that foreign merchants,
before concluding the terms of any loan, must report
to the Minister of their nationality at Peking and
request him to ascertain definitely whether Government
has given its sunction to the transaction, before
undertaking to make the loan, with a view to securing
satisfactory safeguards.
I have the honour to communicate the above infor-
mation to Your Excellency for notification to the
British mercantile community throughout the country.
