I hope to be in a position very soon to forward
the observet ione on the draft Chine Order in Jounoil
which were called for in your despatch No.16 coneular
of the 9th February last (815/12). Pending the prepara-
tion of that report, however, I have the honour to
submit the following considerations in regard to the
quortion of the proposed provisions for the incorporation
and regulation of British Companies trading in China.
sir Havilland de Saumares has furnished me with
a dogy of his draft Erder in camell, together with
oogtos of his deasatch No.25 of the 20th ultimo for-
warding this draft to you, and of hie despatch No.16
of the 33rd ult to forwarding with comente Mr. Justice
Bourne's memorandira on this subject dated May and. I
