can state that His Majesty's Government have grave doubts
whether the appointment, if made, would conduce to the
snooth working of the administration as experience has
shown that his peculiar temperament leads to constant
friction with those associated with him in the Government
and in the present state of China this might cause
undesirable complications external as well as internal.
If Sir F. Piggott approached you again you should say
that these are your instructions.
