I an directed by Secretary Sir E. Grey to transmit to
you, for the information of the Secretary of State for the
Colonies, conies of telegraphic correspondence between this
Department and His Majesty's Minister at Peking in regard
to the possible appointment of Sir F. Piggott, late Chief
Justice of Hong Kong, as Judicial Adviser to the Chinese
Government.
It appears to Sir E. Grey that in the circumstances
of Sir F. Piggott's retirement from his office in Hong Kong
and having regard to his controversies while in the Colony
with His Majesty's Consular Officers in China as well as to
the views which he has expressed respecting questions affect
ing Hong Kong and China, his appointment as Judicial
Adviser would not be desirable.
In view, however, of the fact that Sir F. Piggott has
served under the Colonial Office, Sir E. Grey is anxious
to
