American Embassy, London, June 24, 1912. UNDER instructions from my Government I have the honour to inform you that, in accordance with the views expressed in the "protocole de clôture" of the International Opium Conference in regard to calling the attention of the Universal Postal Union to the necessity for regulating the transmission by post of opium, morphine, and cocaine, the American delegates to the Universal Postal Congress which is to assemble at Madrid next spring will be instructed to act in accordance with the expressed views of the International Opium Conference.
