Foreign Office to India Office.

Foreign Office, June 1, 1912. WITH reference to your letter of the 21st ultimo relative to the restrictions alleged to be imposed by the Canton authorities on the opium trade, I am directed by Secretary Sir Edward Grey to transmit to you herewith copy of telegraphic correspondence with His Majesty's Minister at Peking on the subject.*

It will be observed that Sir J. Jordan suggests that Sir E. Grey should communicate a statement of his views in regard to the recent violations of the Opium Agreement to Yuan Shi-kai through the Chinese Minister in London,

The despatches referred to in Sir J. Jordan's telegram have not yet been received at this Office, but on their receipt Sir E Grey would propose to make to the Chinese Minister a communication in the sense indicated. A draft of this communication will be forwarded to you previously for the concurrence of the Marquess of Crewe.
