Foreign Office, June 28, 1912. 1 AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 11th instant urging that representations may be made to the Portuguese Govern- ment with a view to inducing them to compel the authorities at Macao to limit the imports of opium into that colony to the amount which is sufficient to satisfy its legitimate requirements.

I am to enclose, for the information of Mr. Secretary Harcourt, copy of a despatch* which has been addressed to His Majesty's Minister at Lisbon instructing him to draw the attention of the Portuguese Government to the matter, and to urge them to fix the maximum amount of opium which the opium farmer of Macao would be allowed to import annually, and to undertake to enforce the restriction.

I am also to enclose copy of a letter to the India Office dealing with the same subject.†
