the receipt of your letter of the 20th. May requesting on

behalf of Mr. Secretary Harcourt, to be furnished with Sir
E. Grey's observations upon a proposal of the Officer Admin-
istering the Government of Hongkong that efforts should be
made to secure the inclusion of Gap Rock in the territory
leased to the Colony, or, in the alternativs, that the Chinese
Government should be asked to contribute Ten thousand dollars
annually towards the maintenance of the lighthouse on the
island.
Sir E. Grey notes that r. Severn has submitted his
proposals to His Majesty's Minister at Peking, and he would
desire to await the receipt of Sir J. Jordan's views before
expressing an opinion upon the matter. At first sight, how-
ever, it would appear to the Secretary of State to be fair
